1941
Three weeks after the invasion of USSR Territory, a
conference is held at Hitler's field headquarters with
Martin Bormann, Goering, Rosenberg, Keitel, and Reich
Minister Lammers. This conference resulted in the adoption
of detailed plans for the enslavement, depopulation, and
annexation of extensive territories in Russia and other
countries of Eastern Europe. In his report on this
conference, Bormann included numerous suggestions of his own
for the effective execution of these plans. (L-221) (NCA II, 902-3)
An order issued in the name of Field Marshall Keitel permits
Mischlinge to return to Wehrmacht service, thus reversing Keitel's
earlier order of April 8, 1940, which sent those with mixed
Jewish-Aryan families to Reserve units. (Abrams, 47)

Ignoring State Department doubts, Treasury Department
officials issue the export license required to implement the
